The Implementing Partners (IPs)
BEF will use IPs to implement project activities. These IPs are identified for each project component as follows

The IPs will be chosen according to simple and transparent eligibility criteria including: a good track record of providing education to the poor; social mobilization experience, financial accountability, governance structure, etc.
IPs will be selected through both desk based review and field appraisals. The selection procedures are consistent with Bank guidelines. Appraisal of IPs by BEF is expected to be an ongoing process, whereby new partners may be added and others excluded based on their performance. This process would ensure that IPs who develop their capacities over time can also be included. IPs will be responsible for implementing and for reporting progress to BEF, as well as providing all required data to BEF for monitoring and evaluation.
