Monitoring & Evaluation Section established in Feb, 2006. Its main goal is to institutionalize the M&E system in BEF, to analyze & record the data regarding the on going activities that weather they are on track or not & to plan for the future, learning on the bases of past experiences. Its objective would be to strengthen effective, efficient & timely achievements of targets.
Expected Role of M&E Section: To develop a system of Monitoring & Evaluation for foundations’ business and project supported schools, featuring measures to evaluate the components of the project and their Outcomes & Results.
Roles & Responsibilities of M&E Section: Situation analysis of economic, social, & political changes in the province, in particular to their effect on education, and keep record of social development, particularly education sector. Identification, creation & maintaining links with major financial, development, planning & research institutions in the area of education.

- Conducting researches, studies & documenting it with the purpose of using findings/conclusions for mid-course correction & future planning.
- Design data base of private sector educational institutes throughout the province.
- Designing the reporting formats, Data collection formats, monitoring & supervisory checklists at all levels; i.e.

· Parents Education Committees
· Schools
- Production of monitoring reports at regular intervals, for further sharing with BEF management, BODs, Donors & other stakeholders.
- In collaboration with Provincial Educational Assessment Center, (PEACE) students learning achievements in Urdu & math 3% & 5% respectively would be assessed annually.
- Assessments of teachers efficiencies regarding teaching would also be conducted.
- A mechanism for feedback on progress reports would be developed.
- BEF would be entering into a multiple partnership agreements with diverse institutions, this could lead to receipt of a large No. of complaints from a range of sources like, non-selected IPs, selected IPs, other institutions or public at large. In this regard, BEF will establish a credible complaints handling system with its six main features defined.
Features of Complaint Handling System:
1. System will be established under BEF, BoD with clearly defined responsibilities & procedures relating to different complaints.
2. Standard process with defined triggers for carrying out investigations by appropriate agencies & actions to be taken.
3. “Complaints monitoring database” will be established within the system, with technical assistance from the bank, to adherence to standards listed in Operations Manual, especially the Procurement Manual. Database would be online with restricted access. The “Procurement monitoring & complaints” database will be updated on monthly bases.
4. The database will be established to specifically allow:
a. Complete & adequate record keeping & retrieval.
b. Maintenance of list of complaints received, responses sent & actions taken by date and Monitoring of response time & compare with an agreed response standard.
c. under the system generation of quarterly reports.
d. 6. Publishing a quarterly & an annual report of complaints handling system on an agreed format.
