Achieved Through:
· Institutional support to an autonomous Board of Directors governed, and private sector managed Balochistan Education Foundation (BEF) – Competitive selection of NGOs and other organizations as implementing Partners (IPs).
· Rural community schools – Devolving financing and decision making power to communities (Parent Education committees).
· Urban/ Semi-Urban Private schools – Competitive selection of private school operators who are subsidized up to 6 US$ per student per month for 3 years (and can charge up to 5 US$ as fee per month.
IMPACT OF BESP FROM 2006-2009
· Strengthening of the autonomous BEF Board.
· Against an overall target of 650 community schools and 19500 students enrollment – 649 new community schools set up in 30 districts; enrolling 27435 students (over 12000 girls).
· Against an overall target of 300 schools with 15500 students enrollment – 199 new schools in urban/Semi-urban areas set up in 27 districts; enrolling 20221 students (Over 7000 girls).
· 728 Community school teachers, 3252 PEC members, 533 private school teachers and 169 private school operators have been trained.
· GoB recognizes the public financing of non-government/private provision of education as a viable alternative - The Chief Secretary of the province in a project review meeting called it a “paradigm shift”.
Total Financing and Next Steps
Total Project Cost:
· $ 22 million IDA credit
· $ 1.5 million GoB funding
· $ 2 million equivalent in community assistance
Next Steps:
· Construction of 50 community schools as a pilot, in addition, 300+ community schools would be constructed.
· Continues financial & technical support to the community schools.
· Continues financial & technical support to the private schools established during 2008 & 2009.
· Increased focus on improving quality of education through off-site/on-site teacher training.
· Mid-Term Review of the BESP concluded in December 09.
